Hi Memanth, The OSG doesn't have a feature like the one your describe.
We do have VirtualPlanetBuilder that builds paged database that are composed of a quad tree of tiles, the source data for this tool is geospatial imagery and DEMs, but it doesn't build paged databases from polygonal terrain models.
