Hi Adaya, The OSG's build system checks to see if you have the libpng/libjpeg etc. dependencies installed, if you have it'll build the plugins, if you don't it want build them.
To include them download and install the dependencies. See the dependencies page on the wiki. If you are using debian then I can give you an apt-get install line that will pull down the main dependencies. Robert.
