I've just reviewed the svn log for FluidFrictionOperation.cpp and the if block you've removed in your changes is part of the original code submitted by Macro Jez, and hasn't been touched save for a name change of the enum. This makes me very hesitant to remove code that was clearly written for a purpose and has worked without much complaint for 7 years. The code may have buggy for all those 7 years, or perhaps the particle setup you've chosen breaks it, just removing it certainly doesn't look appropriate.
