I'm open to suggestions.  Right now I'm happy to take baby steps with
the server, introduce new facilities little by little, making sure
what is up already is working properly and is well understood.

For the OSG-2.8.0 release me moving the uploads to the appropriate
place in the download section is the appropriate thing.  The download
section needs to be kept pretty closed save for downloading.  Opening
out write access to known maintainers would be OK.  ftp and the
download section shouldn't ever mix though.
