I'm behind the company's "Fortiguard Web Filter". I just tried to do the
checkout with another "direct" internet line and I get the same 403
error. 
However, I installed the command line svn tools, and I could
successfully do the checkout. So it's the TortoiseSVN causing the
problem (TortoiseSVN is working fine on other repositories like
"https://osgtoy.svn.sourceforge.net/svnroot/osgtoy";, for instance).
The problem is now solved for me, given I can do a checkout with the
command line svn tools.
