With each version of Visual Studio, does there need to be a separate OSG build?
This has been discussed extensively on this list, as well as on the web, because it's a general question not limited to OSG. I suggest you search a bit.
The short answer is yes, and not just for OSG but also for all its dependencies and any other dependency your app may link with. Luckily, for OSG, there are dependencies packages available on the OSG web site so you'll be able to build OSG for your preferred version of VC++ (2003, 2005, 2008) without having to recompile all the dependencies yourself.
