VirtualPlanetBuilder main dev platform is unix, and the vpb library isn't typically used by 3rd parties (rather the osgdem and vpbmaster apps are the main interface to it) so exports for all the classes isn't something that we've required up to now. I you have this need then please just add the exports and submit the whole changed files to osg-submissions and I'll review them.
