osgTDS was not designed to work with VPB databases. It was designed to work with the DBs that were important to the client that funded the work (like most open source projects). In this case, it's tiled flat-earth OpenFlight databases. In particular, osgTDS only knows how to modify Geometry, not the HeightField ShapeDrawable created by VPB by default. (Note that VPB used to output Geometry by default; it still might be able to do so with some combination of command line parameters.)
osgTDS is open source. If you'd like to make it work with VPB databases, I believe the licensing allows you to do that. I'm not sure what you mean by "downbended edges" and your screenshots are not clear. VPB outputs a skirt by default, is that what you're seeing? If so, they would be present before you run osgTDS.
