I'm after this issue, but still working on it. It is not clear
where the bug is, subversion, apache, apr... or even a networking
problem. Thanks for reporting, I will ping the list once we find out
what could be possible happening.
Could this be related to the problem the SVN repo once had when you
originally moved it to the virtual machine?

Did you move the whole VM or just content in your last move? If it's the
latter, perhaps the new install of Apache has mod_evasive activated by
default too?
