Compiling Cairo is simple, but librsvg is not so trivial.
rsvg is a pain in Windows. I think you need freetype, fontconfig, glib,
gtk+, libxml2, and cairo built before it will build for you.
I think you can get most of those at gladewin32.sf.net. If I remember
correctly, you'll still need to compile libxml2 and fontconfig on your
own. libxml2 should be easy, but fontconfig might take some finessing.
After that, I don't remember rsvg being too much of a problem (it's just
the dependencies!).
