Probably the same reason as I was told some years ago that open source Drupal "is not secure enough" (for an university lab website, mind you). Never mind that it is sufficiently good e.g. for the Deutsche Bundesbank to run their corporate site (or at least was back then). The mysteries of clueless administration ...
