ATI might work that way, but for OS X, filing bugs at radar.apple.com is the
BEST way to get Apple to listen. Especially if the bug is marked as a data
loss, which this one is. It is even more likely to get fixed if there is a
reproducable test case attached to the bug and clear/concise directions on
how to reproduce it.
  From their, Apple will determine that the bug is a driver issue and then
flow it down to ATI or Nvidea to get fixed. After those guys "fix" the
problem the bug then gets added to Apple's QA regression testing
(hopefully). Then eventually the driver is released as a patch or in one of
the OS patches. 
  This was the story that was reiterated to Developers at WWDC this year.
Essentially the groups within Apple live and die by the radar bug reports.

So basically if all of us that have MacBook Pros would file this bug (with
all the same information) then the bug would be filtered to the top of the
priority list.

There are already seeds of 10.4.8 to some developers. Now that we have a
reproducible test case we need to find some one who has access to one of the
seeds and see if the bug is truly fixed. Anyone know anybody?
