Also, on your fresh checkout, you should have received a new BUILD_NOTES file that also explained this.

I tried deleting the directory and doing a
  cvs -d :pserver:[EMAIL PROTECTED]:/cvs/Producer co Producer

but got the same result.

Any idea what might be going wrong?

This is under Linux, Fedora Core 5.
