Setting affinity should help, I don't think OSG-1.0 had support for
affinity, and OpenThreads certainly didn't have for Windows till very
recently.

When setting affinity there are also question makes about setting the
affinity of the main thread and setting the affinity before starting
the thread vs after.  Different platforms appear to have different
rules about when you can and can't set affinity.  Setting affinity
before starting the thread will be the most full proof solution but
I'm not familiar with the Windows side so can't say for sure.

FYI, The new osgViewer library does attempt to set the viewer and
database pager affinity.
