I very well may have to live with the performance hit.  I am looking
into other things to try and mitigate the effect (like not having to set
things at the vertex level in the first place) but at this point things
do not look real promising.  Thanks for all the input, I am going to
keep searching.

That's about the falloff I'd expect. As dramatic as that may seem, 5meg
verts/sec may well be acceptable for many applications.
