Now verified. Same problem exists for package gdal15 and probably others.
The solution, as indicated in ticket #101, is to repack the archives using msys tar & bzip2 and update the setup.ini md5 sums accordingly.

My initial conclusion, not yet verified, is that the package for xerces-c-vc9 (xerces-c-vc9-3.1.1-1.tar.bz2) uses an unrecognized bz2 compression dialect.
