#372: OSGeo4W 64-bit installer puts shortcuts in the wrong place

During the install process I carefully told the installer to put shortcuts
into OSGeo4W64bit so that I could keep them separate from the 32-bit
application.
The installer has created the folder in the start menu, but the shortcuts
are in the default OSGeo4W menu.
