It seems to be problem of calling proj_8_0.dll somewhere. The library does
not exist, instead there is proj_8_1.dll in c:\OSGeo4W64\apps\proj-
dev\bin\. After renaming the proj_8_1.dll to proj_8_0.dll, QGIS starts
without problems.
