Ok, so this is not about the testing repository. The proj and gdal
nightlies are still active there, while the qgis-dev nightlies were
disabled. Current master needs newer dependencies than available in the
current repository. qgis-dev is available in the testing repository (but
there with released proj 8 and gdal 3.2 and not nightlies). Use the
released version or the testing repo.
