Some other info.
When I've installed qgis-ltr 3.40.14-1 and qgis 3.44.6-1, the following
packages versions, in particular, were also installed:
pdal / pdal-libs 2.9.0-4
gdal / gdal312-runtime / python3-gdal 3.12.1-1
arrow-cpp / python3-pyarrow 19.0.1-1
poppler 25.02.0-1
Using **qgis-ltr 3.40.14-1 and qgis 3.44.6-1** with such old packages
versions, neither untwine.exe nor pdal_wrench.exe crashes.
After updating only pdal / pdal-libs to 2.9.3-1, then untwine.exe crashes,
whereas pdal_wrench.exe doesn't crash.
After updating only gdal / gdal312-runtime / python3-gdal to 3.12.1-2,
arrow-cpp / python3-pyarrow to 23.0.1-1 and poppler to 26.01.0-1 (they
need to be updated together), then pdal_wrench.exe crashes, whereas
untwine.exe doesn't crash.
After updating all the packages to new versions, then both untwine.exe and
pdal_wrench.exe crash.
Adding msvcp140.dll in apps/qgis-ltr/ and apps/qgis/
- with new packages versions: untwine.exe crashes, whereas pdal_wrench.exe
doesn't crash.

versions, both untwine.exe and pdal_wrench.exe crash.
Adding msvcp140.dll in apps/qgis-ltr/ and apps/qgis/

- with new packages versions: untwine.exe crashes, whereas pdal_wrench.exe
doesn't crash.

new packages versions, both untwine.exe and pdal_wrench.exe crash.
Adding msvcp140.dll in apps/qgis-ltr-dev/ and apps/qgis-rel-dev/
- with old packages versions: untwine.exe stil crashes whereas
pdal_wrench.exe doesn't crash
- with new packages versions: neither untwine.exe nor pdal_wrench.exe
