Qt Designer doesn't start due to the crash of qtdesigner.exe on my on

It occurs for "Qt Designer with QGIS 3.40.15 custom widgets", "Qt Designer
with QGIS 3.44.7 custom widgets" and "Qt Designer with QGIS 3.99.0 custom
widgets (Nightly)"
The issue doesn't occur after downgrading gdal312-runtime from 3.12.1-2 to
3.12.1-1 or copying the file msvcp140.dll from apps/bin/ to apps/Qt5/bin/
and apps/Qt6/bin/
The issue has also been reported by another user using Windows 11: see the
