It occurs for "Qt Designer with QGIS 3.40.15 custom widgets", "Qt Designer
with QGIS 3.44.7 custom widgets" and "Qt Designer with QGIS 3.99.0 custom
widgets (Nightly)"
The issue doesn't occur after downgrading gdal / gdal312-runtime /
python3-gdal to 3.12.1-1, arrow-cpp / python3-pyarrow to 19.0.1-1 and
poppler to 25.02.0-1, or copying the file msvcp140.dll from bin/ to
apps/Qt5/bin/ and apps/Qt6/bin/
The issue has also been reported by another user using Windows 11 with
Microsoft Visual C++ 2015-2022 Redistributable (x64) 14.36.32532: see the

Actually, even without downgrading gdal, arrow and poppler, or copying the
file msvcp140.dll from apps/bin/ to apps/Qt5/bin/, Qt Designer itself
starts without issues if lunched with the command "designer.exe" from the
OSGeo4W Shell, however in that case the QGIS custom widgets will not be
available.
