Agree.

This is possibly by choice of the OSGi Alliance. Setting a US$20k membership 
for multi-nationals and individuals alike, it is not strange the uptake of 
members are slow.

Perhaps the OSGi Alliance should allow for 'externally developed 
specifications', which are submitted and 'vetted' for IP/Patent concerns and 
in general going through some process among members to 'approve it'.

The alternative is of course to bring in more spec-writing members.
