One of the values of the OSGi specification process is that it is
designed by companies that are serious about the specifications. This
amount is also intended to keep membership a conscious decision for a
company.

If you are serious about a standard, the 20K can not be the main problem.
You should realize that the 20k is dwarfed by the cost to provide the
travel and time for your employees to write the actual specifications.

I do see a lot of valuable knowledge on the mailing lists that would be
really useful in developing specs. However, it is not just the
manpower that makes a specification, it is also the weight of a
company that can help making a spec more successful.
