If you are serious about a standard, the 20K can not be the main problem. You should realize that the 20k is dwarfed by the cost to provide the travel and time for your employees to write the actual specifications. I do see a lot of valuable knowledge on the mailing lists that would be really useful in developing specs. However, it is not just the manpower that makes a specification, it is also the weight of a company that can help making a spec more successful.
