One clarification...there are two relevant parts to the 4.2 spec: Remote
Services (chap 13 in core spec), and Remote Service Admin (chap 122 in
enterprise spec). ECF *has* fully implemented Remote Services (as of ECF
3.3/Helios release), but has not yet completed RSA. As Neil says, however, the
ECF RSA impl is under active development as we speak (by myself and others):

ECF's RSA impl is ECF 3.5...~Feb 1, 2011.
Note not all remote services use cases require (or even need) remote service

However the ECF team are actively working
on making it compliant and are fixing problems, so I expect it to
overtake CXF very soon.
Incidentally if you are prepared to consider a commercial solution,
Paremus is building a highly performant and spec-compliant
implementation. I have tested an early-access copy of this
implementation and it works very well.
