I mean that those bundles should not be started to run automaticaly at once 
after installing them, without manully stopping them also.
(question 1)How to do then? 
 
As for those UI bundles, should I let them be each services registered in OSGi 
framwork? or let them not be a service, we hope to get the switch among those 
different bundle UI.
(question 2)How to do for this requirement would be better? 
any suggestion would be welcome!
