Saudi conference drops terror fund proposal 

RIYADH (AFP) - A proposal to set up an international fund of seized assets
to help victims of terrorism was dropped by a counter-terrorism conference
held in Saudi Arabia, a delegate said Tuesday.

"That did not go through," the diplomat, who requested anonymity, told AFP
at the end of the four-day event.

"Countries were encouraged to set up domestic bodies" to deal with seized
terrorists' money, said a copy of the final recommendations seen by AFP.

On Monday, the Belgian head of a workshop on ties between terrorism and
money laundering said a recommended international fund from seized terror
money to help victims of terrorism had been approved.

But the recommendations were not spelled out in the final communique of the
conference and will only be made public in two weeks' time after delegates
discuss them with their respective governments, the diplomat told AFP. Even
so, the proposed international fund was dropped from the list of
recommendations, the source said.

Another diplomat said the proposed fund was not feasible. "Who would have
decided which funds to seize and how to allocate these funds among victims
of terrorism?" he asked, pointing to difficulties in agreeing on how
qualified is a victim of terrorism.
