But Eid Kabalu, MILF spokesperson, immediately clarified that the meeting was not a prelude to unification with the Misuari faction but only for purposes of discussing problems facing the Bangsamoro people. Misuari has been in jail following a bloody revolt by his followers in Zamboanga City and in Sulu in 2001. "We have nothing to do with him. But our position before was that a member state of the [Organization of the Islamic Conference] should take Misuari into custody," Kabalu said. He said during the meeting between MNLF vice chair Jimmy Labawan and Ghazali Jaafar, MILF political affairs chief, they talked about possible moves to at ease the burden of the Moro people. These included efforts to unite Moro leaders for a common agenda for development and other social concerns. "Actually, it's a series of meetings, a continuation of our efforts not necessarily for unification but similar to what we did to the MNLF Executive Council of 15 before. That's what we want to happen with the MNLF Misuari group," Kabalu said. The MNLF council of 15 was the same group that ousted Misuari as MNLF chair. Members of the council are senior MNLF leaders, who got elected into government positions. Kabalu said after the meeting with the MNLF Council of 15, the Bangsamoro Solidarity Conference, which focuses on the development of the Bangsamoro people, was organized.
