U.S. blacklists charity as front for Islamic Jihad

By Reuters

WASHINGTON - The United States on Wednesday froze the assets of a charity it
called a front for the militant Palestinian Islamic Jihad group and said it
was seeking safe channels for donations to Palestinians in need.

"This afternoon we designated the Elehssan Society, including all of its
branches, as a charitable front for the brutal terrorist group the
Palestinian Islamic Jihad," U.S. Treasury Undersecretary for Enforcement
Stuart Levey said.

"Elehssan masquerades as a charity while actually helping to finance PIJ's
acts of terror against the Israeli people and other innocents," he told a
congressional hearing. Elehssan operates in the West Bank, Gaza and Lebanon.

PIJ has already been designated a terrorist organization by the U.S.
government.

Wednesday's designation was the 400th by the Treasury aimed at freezing the
assets of militants and their support networks since the Sept. 11, 2001,
attacks.

Levey said his office recognized such enforcement actions could have the
unwanted impact of cutting off sources of relief to communities in need,
especially in the Palestinian territories where many social services are
provided by militant groups.

"There is a particularly urgent need in this region to create safe channels
of assistance that will not be subverted by terrorists," Levey told the
hearing.

He said providing a social safety net in the territories was important for
the prospects of peace. Unemployment in the Palestinian territories is
rampant.

Levey said he had discussed the idea of safe aid channels with Palestinian
Authority Chairman Mahmoud Abbas as well as Israeli and other Palestinian
officials, and had received support and agreement from all sides.

"We are currently working with the Palestinian Authority to develop options
through which such aid could be provided," he said.
