KELLY ASKS CONGRESS FOR MORE TERROR-INFO SHARING

WASHINGTON - Police Commissioner Ray Kelly pleaded with Congress yesterday
to help big-city police departments like the NYPD get better access to
federal intelligence on terrorism. 

"We'd like to have a more direct relationship," Kelly told a House homeland
security subcommittee, which is headed by Rep. Peter King (R-L.I.). 

The need for easier access to federal anti-terror spy data has been a chief
complaint of state and local law enforcement officials as lawmakers work to
streamline the nation's homeland security network. 

Kelly also prodded Congress to beef up domestic anti-terror efforts by
placing a "greater funding emphasis on first preventers." 

The police commissioner praised federal efforts to improve the equipment
needs and readiness of first responders, but said not enough money is being
given to help city cops bust terrorists before they strike. 

"I think it's minimal as far as prevention is concerned," said Kelly, adding
the NYPD needs "federal funding to support a comprehensive program of
intelligence capability that includes both analytical and operational
personnel." 

"We are doing this all out of our own pocket," said Kelly, who added the
city spends about $176 million annually on anti-terror operations. 

Mention of the huge funding demand on the city was a subtle reminder to
lawmakers - many of whom privately perceive and resent New York as the focus
of the Homeland Security Department - that challenges still outpace funding.
