FEEBLE FEDS JUST SUGGEST SAFETY RULES

The feds have issued a wide-ranging list of federal guidelines to beef up
security at smaller airports - but left them voluntary, authorities said
yesterday. 

The Transportation Safe- ty Administration recommendations ranged from
ensuring hangars and airfields are fenced and locked to making sure pilots
don't leave keys on the plane. 

But the feds say they don't know whether these precautions, issued in May
2004, are in effect at the nation's 19,000 smaller airfields. 

"This is a voluntary program," a spokesperson said, reflecting the
"diversity" of security needs. 

The Swiss-cheese security that allowed a drunken student pilot to allegedly
steal a single-engine Cessna from a Danbury, Conn., airport and go on a
joyride Wednesday is ominous because of recent federal warnings that
terrorists want to use small planes for a repeat of 9/11. 

"Intelligence indicates that al Qaeda has explored the use of helicopters or
small aircraft to carry out attacks as a result of enhancement in commercial
aviation security since September 11, 2001," said a "National Terrorist
Threat Overview" issued by the FBI in December. 

After 9/11, New York enacted legislation covering rural airports that
requires planes and hangars be locked, airports be well lit and that
security be provided by gates, said state Sen. Michael Balboni (R-L.I.). 

The problem, he said, is neighboring states didn't follow suit. 

"We're only as safe as the weakest link," Balboni said. 

The possibility of a terrorist flying a small aircraft into a New York
landmark was raised in December 2003 when an amateur pilot took a
single-engine plane into restricted airspace in the city - and around the
Statue of Liberty. 

Federal officials said no new procedures were put into effect after the
incident.
