N. Korea Says U.S., S. Korea Exercise Preludes War
By AGENCE FRANCE-PRESSE, SEOUL

The North Korean military on Aug. 13 condemned the United States for
an upcoming military drill with South Korea, accusing Washington of
using the war games as a prelude to war.

A North Korean Army spokesman said the annual military exercises
between the two nations were also aimed at forcing the North to accept
U.S. terms in six-party talks on its nuclear weapons program.

It is not hard to guess what the U.S. side seeks through this war
drill, the spokesman was quoted as saying by North Koreas official
Korean Central News Agency.

Its brigandish aim is to wind up its preparations for pre-emptive
attack on the DPRK (North Korea) and drive the situation on the
peninsula to an extreme pitch of tension in a bid to block the
positive process of reconciliation and cooperation between the North
and the South and force the DPRK to accept the unjust demands raised
by the U.S. at the six-party talks, the spokesman said.

The exercise, scheduled to take place from Aug. 22 to Sept. 2, is one
of the three largest U.S.-South Korea joint military exercises.

It usually features computer simulation drills involving an
unspecified number of South Korean troops and more than 10,000 U.S.
troops.

Six-nation talks on Pyongyangs nuclear ambitions broke off for three
weeks on Aug. 7 without any sign of agreement on how to get the
Stalinist state to abandon atomic weapons.

The talks, which involve the two Koreas, the United States, China,
Russia and Japan, are scheduled to resume in the final week of August.

The U.S. sides arrogant action only bars the KPA (Korean Peoples
Army) from expecting anything from the dialogue with the U.S. and
reinforces its correct judgment that it is the only way of defending
the country and its sovereignty and system to build up deterrence for
self-defense, the North Korean Army spokesman said.

His statement came a day after delegates from the two Koreas failed to
set a date for the agreed-upon high-level military talks aimed at
reducing tension between the sides.

The North later said conditions were not ripe to hold the
general-grade discussions, blaming the U.S.-South Korea military
exercises.
