Commerce Dept. seeks to control research, restrict flow of strategic tech to China The Commerce Department is set to issue new rules on research designed to prevent China and other states from acquiring sensitive U.S. technology that could be used for military applications. The new rules, drawn up by Commerce's Bureau of Industry and Security, are designed to halt the flow of sensitive technology to states of concern, including China, Russia, Israel, India, Iran and other countries known to possess or seeking advanced conventional arms and weapons of mass destruction. David McCormick, Commerce undersecretary who heads the bureau, said the rules are aimed at curtailing the dispatch of foreign agents who are sent to the United States to acquire U.S. technology. McCormick said the new rules dropped a proposed measure that would have allowed U.S. authorities to track researchers by their country of birth, rather than citizenship. The measure was aimed at preventing scientists from obtaining citizenship of other countries and using it to gain access to otherwise restricted technology. Ethnic groups and scientific organizations criticized the proposed rules. The problem was highlighted in the case of Los Angeles contractor Chi Mak, an electrical engineer with Power Paragon, a subsidiary of L-3 Communications/SPD Technologies/Power Systems Group in Anaheim, CA. Mak and his brother were arrested for allegedly transferring extremely sensitive but unclassified technology to China related to U.S. Navy warships and submarines. Meanwhile, China reported last week that in the past seven years it has imported nearly 50,000 items of technology worth over $100 billion. -------------------------- Want to discuss this topic?
