Energy sector makes Alberta vulnerable to terrorism

Alberta's links to the energy industry and federal government could make it
a target for terrorists, experts say.
The energy industry is seen as vulnerable to an attack due to pipelines and
well sites scattered throughout the province.
At the annual petrochemical conference of the Canadian Energy Research
Institute in Kananaskis on Monday, oil and gas representatives didn't want
to comment on protecting Alberta's energy sector because they say it might
plant ideas in the minds of the wrong people.
Alberta's Energy Minister Greg Melchin said there are weak points in the oil
and gas sector, but that information is being passed on to the appropriate
people.
"Terrorism is a real threat to everybody, to the safety and security around
the world. We need to be vigilant too and preparing for (it). You wish you
could prevent all these activities. I don't know if you can, but you
certainly try and take all the best preparations, " he said.
The president of the Canadian Association of Petroleum said his organization
has not had "anything specific directed to us about a specific facility."
"These things come up at times of heightened sensitivity [and] you take them
again very seriously, but there is plans in place to deal with these things,
and we take them as they come," said Pierre Alvarez.
Pipelines are a concern, but protecting Calgary should also be high on the
priority list, said Peter St. John, an international relations professor at
the University of Manitoba.
"Let's face it, Calgary is a very important place. It's a strategic place.
It's perceived as having strong linkages with the Americans. I think it's
time to start thinking about security in downtown Calgary."
'Comprehensive plan is in place'
The whole country has become a more likely target because the Conservative
government is perceived as closely linked to U.S. President George W. Bush,
and Canada has a military presence in Afghanistan, St. John said.
Rob Huebert, associate director of the University of Calgary's Centre for
Military and Strategic Studies, expressed the same concerns Monday. While
Toronto is a more likely target, he said the potential symbolism of
attacking, for example, an oil company office puts Calgary at risk, too.
Premier Ralph Klein told coal industry representatives Monday that "a very
comprehensive plan is in place to protect our oil industry and other
industries that keep the economy moving in Alberta."
The concerns come in the wake of the arrests in an alleged bomb-plot in
southern Ontario.
Twelve adults and five youths were arrested in southern Ontario as part of
the largest operation carried out under Canada's Anti-terrorism Act. It
involved as many as 400 police officers and security officials.
