Tuesday, January 23, 2007 Lawsuit against state alleges conspiracy to keep girl from practicing Islam Gregg Krupa / The Detroit News DEARBORN -- A Muslim father filed suit in U.S. District Court alleging that the state Department of Human Services and a local church are conspiring to prohibit his daughter from practicing Islam, as part of a custody battle. In a case monitored closely by Muslim and Arab civil rights groups in Metro Detroit, Abraham Ben-Abbad, 38, of Dearborn, said Tuesday that the Department of Human Services and its worker, William McDonald, are depriving him of visitation rights and steering his daughter, Hend Almanasir, 13, away from Islam. Ben-Abbad alleges that McDonald is working with a local church, the Dearborn Assembly of God, on Tireman, and his former wife, Susan Almaliki, of Dearborn Heights, to prohibit his daughter from visiting him, especially on Muslim holy days, including during the month of Ramadan last year. While court orders permitting Ben-Abbad's visitation rights remain in place, and were recently reaffirmed by Judge Christopher Dingell of the Wayne County Circuit Court, McDonald and the state Department of Human Services have defied the orders, Ben-Abbad alleges. McDonald also has allowed the Dearborn Assembly of God to be a party to proceedings involving Hend Almanasir's care, Ben-Abbad alleges in the suit, filed Monday. McDonald, state officials and Almaliki were not immediately available for comment. A person answering the phone at the church hung up when a reporter identified himself.
