support to individuals and entities in Southeast Asia previously named as
SDGTs and listed pursuant to United Nations Security Council Resolution
1267. "These three terrorist financiers were instrumental in raising money
to fund terrorism outside of Saudi Arabia," said Stuart Levey, Under
Secretary for Terrorism and Financial Intelligence. "In order to deter other
would-be donors, it is important to hold these terrorists publicly
accountable." Abdul Rahim Al-Talhi, Muhammad Abdallah Salih Sughayr, and
Fahd Muhammad Abd Al-Aziz Al-Khashiban were designated for providing support
to the Abu Sayyaf Group

taken pursuant to Executive Order 13224. EO13224 is aimed at financially
isolating terrorists and their support networks. Designations made under
this authority freeze any assets the designees may have under US
jurisdiction and prohibit transactions by US persons with the designees.
This action under EO13224 also implements the decision by the UN1267

CD & Video Shops Bombed in Pakistan

Video centers and CDs shops are under attack in the North West Frontier

an> . A video center owner has died and twenty-five people were injured in a
bomb blast at the Hussain CD Market in the heart of the Peshawar city, about
60 kilometers from the Pakistan-Afghan border, witnesses and security
officials said. The bomb, planted in a water cooler, went off at 4pm of
Tuesday when a large number of people were present in the plaza. The
explosive used a Russian-made timing device. The blast badly damaged at
least 10 shops, police and officials of the Bomb Disposal Squad said.
Capital City Police Officer Abdul Majeed Marwat linked the incident to the
string of bomb attacks on CD shops across the province. The video market in
Nishtarabad is the biggest in Peshawar with over 1,200 people engaged in the
business. An unknown radical outfit had been issuing threatening letters to
owners of CD shops for the last four months demanding that they "wind up
their un-Islamic business," otherwise, they would be taken to task.
Previously, two CD shop owners in the same locality had received threatening
letters that their shops would be bombed if they failed to wind up their
businesses within a couple of months.

Suspect Dubbed Himself 'Osama bin London'
London Telegraph
An Islamic leader who called himself "Osama Bin London" groomed and
corrupted young Muslims - including the 21/7 bombers - at terror training
camps across Britain, a court has heard. Mohammed Hamid told his followers
the 52 deaths in the July 7 attacks on London were "not even breakfast to
me", the jury was told. Hamid organised Friday prayer groups at his home in
East London and went on a camp in the Lake District with all four of the men
convicted of the July 21 attempted bombings, Woolwich Crown Court was told.
He ran an Islamic bookstall on Oxford Street with Muktar Ibrahim, one of the
guilty bombers, where he was arrested for being aggressive to members of the
public and making a racist comment to a policeman, the jury was told. Hamid
was said to have given his name as Osama bin London and to have told the
police officer: "I’ve got a bomb and I’m going to blow you all up." The
court heard that Hamid, 50, of Clapton, east London, is accused of
soliciting to murder, a charge to which co-accused Atilla Ahmet has already
pleaded guilty...The court was told that terrorist training took the form of
camping and paint-balling trips. Mr Farrell said the trips were designed to
“foster within the participants that they were training for 'Jihad’ against
the 'Kuffir’, or non-believers”. The court was shown police surveillance
pictures of a training camp at a farm in Great Langdale in the Lake District
in May 2004 when Hamid was shown wearing a woollen hat and walking boots,
alongside the four July 21 bombers - the men who tried and failed to
detonate rucksack bombs two weeks after the 7/7 attacks.

expected to boost attempts to place agents inside the United States, a new
White House report said yesterday. The report, titled "National Strategy for
Homeland Security," said Al Qaeda has protected its top leadership,
replenished operational lieutenants, and "regenerated a safe haven" in

asked whether Al Qaeda infiltration efforts were underway, replied: "There's
no question. They're not only underway, they're ongoing and have been." The
White House report incorporated the findings of a national intelligence
estimate released earlier this year. "Although we have discovered only a
handful of individuals in the United States with ties to Al Qaeda senior
leadership, the group likely will intensify its efforts to place operatives
here in the homeland," it said. Despite reports of a haven for Al Qaeda in
Pakistan, the White House reiterated that President Pervez Musharraf of
Pakistan had been a helpful ally in fighting terrorism. "We have enjoyed
some of our biggest successes with our allies in Pakistan," Townsend told
reporters. The report was an update to the first White House national
homeland security strategy issued in July 2002, which was before the US-led
invasion of Iraq.

military said yesterday. In total 150 rebels had been killed, while 45
soldiers had also died, the military said. Scores of Pakistani soldiers were
reported to have been abducted by the militants and sent to join hundreds of
other government troops being held hostage in the remote mountainous
terrain. Frantic attempts were under way to secure the release of the
hostages, who have been killed in batches by the militants to force the
release of jihadi prisoners held by Pakistan. The fighting, continuing at an
unprecedented level, has sent shockwaves through Pakistan's ruling military
elite in Islamabad. In the past, the militants have launched sporadic,
hit-and-run attacks against Pakistani positions in the area. But now,
according to military sources, they are launching full-scale attacks using
artillery and other conventional weapons, and staging ambushes against
heavily fortified Pakistani convoys travelling in the area.

former prime minister, when she returns home after eight years of
self-imposed exile. The path to her return was cleared when General Pervez
Musharraf, Pakistan's president, last week signed into law an amnesty
quashing corruption charges against her. The general swept to apparent
victory yesterday in a presidential vote by federal and provincial
politicians. He is likely to form an alliance with Ms Bhutto as premier
after parliamentary polls in January – though his election must first be
pronounced valid by the supreme court. But a power-sharing deal between the
two long-standing enemies has infuriated many within Pakistan. Security
officials fear that it may spur the country's Islamic extremists to greater
efforts against the government. Opposition parties and lawyers' groups have
staged protests around the country. Police fired tear gas at lawyers
demonstrating in Peshawar, the capital of North West Frontier Province.

soon as she returned. Mehsud is holding more than 250 Pakistani soldiers as
hostages and has been blamed for organizing suicide bombings. Supporters of
Ms Bhutto's Pakistan People's Party (PPP) were defiant. "The danger to her
life is always there if she returns but we have decided that she will return
at any cost," Farahatullah Babar, a party spokesman, told The Sunday
Telegraph. He said that the PPP would take its own precautions and has also
asked the government to ensure Ms Bhutto's safety.

Commentary
The Muslim Brotherhood: An Association for Jihadists
Frank Salvato, Managing Editor/New Media Journal
One of the more clandestine groups in radical Islam is the Muslim
Brotherhood. Originating in Egypt in 1928, the group has been outlawed in
Egypt yet it members hold seats in the Egyptian government. That this
radically fundamentalist Islamist group is the parent organization to some
of the most violent terror groups operating today. It thrives as a pseudo
professional association for terrorists while feigning legitimacy as a
political movement. So, what is the Muslim Brotherhood and why should every
American be concerned about its activities both within the United States and
around the world?

Spotlight
Splits Revealed Inside Al-Qaeda in the Islamic Maghreb
Geoff D. Porter/Jamestown Foundation
During an August 14 news conference organized by Algerian authorities for a
select group of Algerian reporters, Benmessaoud Abdelkader, a former
Salafist Group for Call and Combat (GSPC) regional commander, confirmed that
there was deep disagreement within the former GSPC over national commander
Abdelmalek Droudkel's decisions first to merge with al-Qaeda in September
2006 and then later to rename the group the Al-Qaeda Organization in the
Islamic Maghreb (AQIM) in January 2007 (Liberté, August 21). The split
appears to have diminished the terrorist group's logistical capacity and
reduced its overall size, but has also made the al-Qaeda affiliate more
desperate and determined to demonstrate its continued effectiveness and
relevancy.
