If so, those plans are still in process and unaffected by bin Laden's death.

News outlets report that files seized from Osama bin Laden show that the
slain al-Qaeda leader wanted to terrorize major cities, particularly
targeting passenger trains on the 10th anniversary of the Sept. 11 attacks.

CBS News says

memos reference New York, Washington, Chicago or Los Angeles, along with
such notable dates as July 4, Sept. 11 and New Year's.

CBS and ABC News obtained a bulletin issued tonight by the FBI and the
Department of Homeland Security that describes the desire to derail a train.

ABC quotes
<http://abcnews.go.com/Blotter/osama-bin-laden-evidence-al-qaeda-considered-
911/story?id=13536789> the bulletin, which was sent to rail agencies:

"As of February 2010, al-Qaeda was allegedly contemplating conducting an
operation against trains at an unspecified location in the United States on
the 10th anniversary of September 11, 2001. As one option, al-Qaeda was
looking into trying to tip a train by tampering with the rails so that the
train would fall off the track at either a valley or a bridge."

In a statement <http://www.dhs.gov/ynews/releases/pr_1304632982913.shtm> ,
DHS said the agency has "no information of any imminent terrorist threat to
the U.S. rail sector but wanted to make our partners aware of the alleged
plotting."
