This is lurking at [1], just before the red text. It used to be true, but I suspect no longer is true given what I see at [2] (to cite one example)
The HTTP Vocabulary in RDF 1.0 W3C Working Draft defines additional content for describing HTTP requests, like http:body and http:headers, that are not needed by Core Actions to address known scenarios. Implementations that need such extensions SHOULD re-use the W3C vocabulary instead of inventing their own, but client interoperability may be limited.
