Hi Michael, Thanks for all your research on this. There's another option to consider. The Open Space Institute for the US has managed to start using the free and open source list serve software that runs and looks almost exactly like the current ListServe for free using a generous web hosting company that gives out web host services to U.S. 501(c)(3) organizations. It takes very little administration - as the Web Hosting company provides a one click install for the "Mailman" program, which is the List Serve software which is widely used: http://www.gnu.org/software/mailman/index.html And there is even a path to maintain the logs for browsing and searching in a similar way to how they are searchable and browsable now. It would take a little techie work - but I'd be happy to help with that. Even if we didn't want get help from a current 501(c)(3) organization (which would make it free) going with this kind of solution would only cost about $100 US a year.
