According to the underlying OSM data, the road is blocked by a bollard.
The tag is missing the attribute "access=no". But this is a default,
implicit attribute.
So yes, this is a routing error from OsmAnd.

Is this an OsmAnd routing error or inadequate OSMap data?
The map data looks OK to me, but I'm no expert.
I'm definitely in Car mode with no bizarre settings (as far as I know).
Using OsmAnd+ 2.5.4 with England Greater London map version 1st
December 2016 on MotoG with Android 5.1.
