The barriers should be handled as nodes, see https://github.com/osmandapp/OsmAnd-resources/blob/master/routing/routing.xml#L34 . Then the rule at https://github.com/osmandapp/OsmAnd-resources/blob/master/routing/routing.xml#L437 should catch barrier=bollard and NOT allow routing through.
