The same here, but there are few workarounds without the need to restart
Android.

Since Android 4.4 you don't really see the files when connecting by USB,
but only sort of tally of the files. If the new file isn't added to this
tally (the mediaserver cache), you cannot see it in PC at all, until you
force it there. I hate that the USB mode disappeared from Android in 4.4
for most devices, but that's all I can do about it :(

The media re.scan app
<https://play.google.com/store/apps/details?id=com.house.noranuko.mediarescanner&hl=cs>

can start the refresh of mediaserver (and recreate the list of available
files). If using this apk, set the path to the Osmand folder (enough would
be the /tracks subfolder) and start the app every time after saving the
path and before connecting to PC. This one is the "real" solution,
refreshing all the files you cannot see (music, photos etc.). The linked
app is the only one working for me every time. For some reason, it ignores
the .nomedia file in subfolders, indexing these (for example cached maps)
as well. It is not a real problem, it just takes longer and you can see
more than you strictly need. Other methods have failed me, this one works
(Android 5.1 here, should work for you as well).

Simpler solution (for me) is to rename the recorded file in file explorer -
simply delete or add single character to the name, and - miracle of
miracles - the file becomes visible. I am using an old version of ES
file explorer to do this, and I have set bookmark to the track subfolder.
But this way, it works only for the files you rename - there could be other
invisible files on PC until the mediaserver refresh.

Another way would be to connect over adb and copy using this. (somewhat
geeky method)

All three methods are alternative to rebooting the Android system, which
recreates the mediaserver cache. But rebooting is overkill in most cases.

Not sure why Osmand doesn't trigger the mediaserver refresh when saving the
recorded gpx file, but the problem is known - I have found it in the issues
list.
