You should leave the tag if it's right, and not adjust osm to work
around osmand.

Announcing at rest sounds like a bug to me.  But I wonder if your GPS
was really initialized, and if the data has it twice, or anything else.
(I don't have any border patrol checkpoints near me, but I drove through
one in Big Bend.)

Semi-related, at rail grade crossings with two tracks, I sometimes get
"attention rr crossing attention rr crossing" when approaching, as if
they are unrelated.  It would be really cool to say:
"attention railroad crossing two tracks"
instead, which matches the signage.
