This sounds like an important piece of corroboration, does it act 
differently if you don't start any routing first, and sit near the stop 
sign for a while?

Also a suggestion was made at 
https://github.com/osmandapp/Osmand/issues/5494 to increase the distance 
from the control tag to make the announcement, but that would cause 
crosswalks and stop signs to be detached from the actual place it is needed.
