Any .gpx file should be viewable and editable in a half-decent text editor, so you do have the option of looking at what's in the one that works and what's in the one that doesn't. Once you've figured out the matching chevrons the files are almost human readable.
I've certainly hit this sort of issue with .gpx files that I have been creating programatically in the past. Also I've had issue with MapSource and non-US characters - it might be worth looking at the data contents at the file it doesn't like too.
