I edit OSM all the time (using JOSM, mostly). And I'm quite sure the problem is in Osmand. I just looked at the Shoreham West Breakwater in Osmand — which has the same tags as our local breakwaters here in Oregon — and I see the exact same undesirable outlined style that I'm talking about! Do you see something different?
