Just an hypothesis:
Could be that somebody else saw the roadworks and marked this street as impassable in osm?

In fact, if you look on the OSM in a browser, the street now is not a continous paved road...

But how OSMAND was able to know this?

Someone changed it in OSM. Check the history of the objects and you can see who made the change.

I do not have automatic map updates... And How the Map can be repaired?

Sign up for an OSM account and make the necessary change yourself to the road to fix it.
