A couple of years ago Christian Foltin (ChrisFromFreemind) created Offroad which was described as "A Desktop port of OsmAnd". I guess development stopped, but you can find it here: https://sourceforge.net/projects/offroadosm/files/OffRoad_Unstable/0.1-Beta2/
