Noted you are simply suggesting a question to be answered. But, from looking at bing imagery, I would say most of those ways should probably be highway=residential. (This is totally separate from access.) I would suggest that Skyler make contact with the other local mappers who have edited there, and any apparent elders of the local community to see if there are norms.
