This could be.

I know osmand will route on some highway=service at the end of a route,
such as into a particular parking spot, or to a house with a long driveway.

You might be right, but I'd say it is not that osmand does not allow
these at all, but there might be a limit on how many, to avoid the
cutthrough issue.

Noted you are simply suggesting a question to be answered.


But, from looking at bing imagery, I would say most of those ways should
probably be highway=residential.  (This is totally separate from
access.)

I would suggest that Skyler make contact with the other local mappers
who have edited there, and any apparent elders of the local community to
see if there are norms.  I live in a place with only one trailer park,
and the roads there are tagged highway=residential.
