Hi -  I don't exactly understand your question, but it's been a couple of 
days since you posted, so here is a first attempt to help!

Assuming Android, AFAIK if you have generated sqlite, e.g. mymap.sqlitedb 
you can place such files directly in OsmAnd's "tiles" folder - they don't 
need to be in subdirectories (which are needed for directory hierarchies of 
image files (*.png.tile or *.jpg.tile) that haven't been packed into 
sqlite).

You need to do a full restart of OsmAnd before it sees new additions 
(force-stop or swipe away from the recent apps list).

Speaking vaguely from random experiences, I found that that previously you 
had to choose a new addition as a "Map source" before it would show as a 
possible overlay or underlay. But in the latest version(s) this seems to 
have been fixed.

I may have completely misunderstood your question, but I hope this will get 
help started.
